摘 要 |
The special features of gifted and talented education (GATE) illustrated by the Special Education Law Amendments of 1997 were first analyzed, followed by a discussion on the changes of the law and related regulations afterward. The major changes were made in 2007 in three ways: (1)Raising the test criterion from 1.5 standard deviation (SD) above the mean to 2.0 SD; (2)Limiting ability grouping to
pull-out type only; (3)Screening/Identifying gifted students after the new semester begins, in other words, selecting the gifted only from within-school students. The changes have created a number of operational problems and were criticized by the limitation of flexibility. In spite of the achievement of GATE in past years, 14 suggestions for improvement related to regulations and practices were made, such as increasing qualified GATE teachers, increasing the quarto of GATE budget in special education, refining the above three new regulations, fully implementing mentorship program and programs for the gifted disabled/minority students, to name a few. It is concluded that future success of GATE in Taiwan lies on “flexibility” and
“excellence”. Some GATE regulations aught to be reviewed and/or amended based on GATE rationales, global trends, and local needs in this regard.
