摘  要 The design standard in this paper was developed by the discussants of two seminars and participants of a TAG sponsored project. It falls into four categories‚ which determine the success or failure of the project. However‚ it does not cover all factors involving the implementation of the project. Therefore‚ in developing and evaluating the project‚ planners should adopt other resources other than the design standard.
